Operation GUAN XING
Year: 3058 – 3067
Location: St.Ives Compact – Federated Suns – Capellan Border
Operation GUAN XING (named after the son of the Chinese God of War, Guan Yu) was originally supposed to be a short term operation in the Capellan March and around the St. Ives Compact. A small scale affair at first, it was planned by Sang-Shao Jorgen Nerekov with the approval of Chancellor Sun Tzu Liao. The conflict escalated as all things did during the Fifth Succession War into a limited conflict where a lot of troops were moved around, shots were fired and a few worlds changed hands.
The biggest change involved in the operation ended up being the dramatic expansion of the St. Ives Compact, also known afterwards as the “Capellan Free State”. While still ruled by Duchess Candace Liao, the concept of “democratic Chancellorship” was brought forward by Tormano Liao. While he himself did not believe in everything he preached, the local population was sold entirely on the concept of a managed democracy by the Capellan people, for the Capellan people.

Background
At the outbreak of Operation GUERRERO, the Prefectorate Guards of the Capellan Confederation had been kept in reserve from the front. Colonel (and then Sang-Shao) Jorgen Nerekov was unhappy with this arrangement and approached various local mandarins and lords to arrange an operation against the Federated Commonwealth’s Capellan March. While never directly receiving approval from the Strategios, Jorgen gathered other local units and proposed Operation GUAN XING to the Chancellor himself. A limited scope operation, it was meant to capture a few worlds from the Federated Commonwealth and scare the Capellan March in staying at bay. On paper, the idea was good and Sun Tzu Liao had no reason to refuse it as Jorgen clearly laid out his plan and what resistance was expected.

OPERATIONAL DETAILS
Most of the units Jorgen Nerekov was able to muster for his operation were reserve units that the CCAF had not deployed for GUERRERO in case of emergencies. With limited mercenary support, his expectations were quite limited. The Capellan Cavalry Reserve were proven against raiders and pirates, but they had not taken part in any major operations since before the Fourth Succession War. Both Stapelton’s Grenadiers and Blackledge’s Iron Hands were new commands mostly formed from breaking apart commands which had been destroyed in the Fourth Succession War. Thankfully, all those regiments had access to significant support resources in terms of infantry and standard armor, along with the fact they were basically at 100% operational readiness by 3058.
The First Federated Suns Armored Cavalry had been stationed on Ziliang for some time after their operation on Grand Base as part of the War of 3039’s Case Juliet. Units often were on rotation defending nearby worlds and operations and kept high operational effectiveness. They had been forced to split their troops between Uravan and Ziliang after the Second Ceti Hussars were recalled to the Clan front, but they were not expecting any real trouble outside the occasional Liao-sponsored pirate raid.
The world of Velhas was currently the home of the Fourth Donegal Guards, which were not too happy to be serving so far away from Lyran space. Most soldiers had been incensed when the Ceti Hussars were called for service on the Clan front and they weren’t. Official letters of complaint were sent to all commanding officers involved and morale was incredibly low. Local troublemakers affiliated with the pro-Capellan group Zhanzheng de Guang had also been a thorn in the side of the Fourth Donegal, with food stores and supplies often being sabotaged.
Immenstadt was currently being safeguarded by the 9th Illician Rangers, a mercenary unit with a long history with the Federated Suns. The Rangers had been serving in the region for a good while and had good relations with the locals, but they were also having issues with the Zhanzheng de Guang which had started agitating in the region. Another issue was “poaching” from Liao mercenary commands, which had started a few years before as the 9th Rangers were not on the front line. Younger officers and MechWarriors were looking for “action” and fame, and they quit the Rangers with little to no notice. By the start of Operation GUAN XING, on paper, the 9th Illician Rangers was at 88% operational readiness, but this was closer to 65% as they were trying to fill in “openings”.
The world of Manapire was originally garrisoned by 3rd Ceti Hussars elements, but they had been taken with Bishop Sortek to the Clan front. The world was expecting a replacement unit to cover their planetary defense, but none had been dispatched yet from Capellan March Command, leaving the planet to only be defended by a meager planetary garrison.
Ziliang
Sang-Shao Nerekov decided to take his Prefectorate Guards to Ziliang to face what he expected to be the strongest opponent in the region. His intelligence was still saying that the full force of the First Federated Suns Armored Cavalry was on the planet. His deployment happened after a quick burn from a pirate point, well documented by years of raiding by affiliated pirates. The First Armored Cavalry Alpha Battalion had little time to react, especially as local terrorist cells started riots in various cities. Elements of Bravo Battalion met with the advanced guard of the Prefectorate Guards but were unable to stop them from landing and establishing a beachhead on the planet. Even though they were severely outnumbered, the First Armored fortified their positions and organized with the local planetary militia and Free Capella agents to defend what they could. After taking serious losses through four months of fighting, the First Federated Suns Armored Cavalry was forced to retreat off world to Ikast, regrouping with the rest of the elements of their unit, which was considered crippled.
Uravan
The Fourth Confederate Cavalry Reserve had been assigned the task of taking Uravan, which they were somewhat reticent to do. The Cavalry Reserve was, of course, a reserve unit, still equipped with Succession War-era ‘mechs and vehicles and were terrified of facing more advanced machines used by the Federated Commonwealth. Luckily for them, they were now facing two Battalions of the First Federated Suns Armored Cavalry rather than the full Third Ceti Hussars RCT. On top of this, the First Armored Cavalry was still disorganized and not entrenched on the planet, still taking over the infrastructure left behind by the Hussars.
The First Armored Cavalry Charlie and Delta Battalion sold their skin dearly. The Fourth Confederate relied on artillery bombardment to root out the Armored Cavalry as they hid in the countryside and performed raids against their larger opponent. After three months, however, the Armored Cavalry was exhausted and running low on supplies. They managed to evacuate Uravan with most of their personnel, but a lot of their ‘Mechs and vehicles were abandoned due to a lack of DropShips. Regrouping with the rest of their unit on Ikast, they were considered crippled and unable to participate in operations during the rest of the Fifth Succession War.
Velhas
The capture of Velhas at the start of Operation GUAN XING is a study in the failure of military units with poor morale and leaders that are unable to motivate their troops. The Fourth Donegal Guards was a incredibly well-equipped and well-supplied unit, but its people had been away from their home for too long and felt that they were not appreciated in their work. Coupling this with local agitators from the Zhanzheng De Guang, the Fourth Donegal was completely unable to respond to the arrival of the Sixth Confederate Reserve Cavalry and riots popping up throughout the countryside. Marhsal Lyle Cerny refused to even acknowledge the presence of the Sixth Confederate Reserve until they landed on the planet, directly in the spaceport and unloaded their BattleMechs.
The Fourth Donegal barely fought to defend the world, with the planetary militia scoring more kills than the “elite regiment of the Lyran Commonwealth” during the 5 months it took for the Sixth to capture the planet. Thankfully, this also meant that the Fourth Donegal took fewer losses than would be expected as they retreated to Safe Port. There, they met with Marshal of the Armies Morgan Hasek-Davion, who stripped Lyle Cerny of his command and appointed his son, George Hasek II, as commander of the unit.
Immenstadt
The Ninth Illician was warned of the upcoming attack against Immestadt by seeing what was going on on nearby worlds and through friendly mercenary contacts. Setting up defenses and relocating the local population to safe areas, they engaged Stapelton’s Grenadiers (First Capellan Defense Force) in what could be best described “Inner Sphere Trial of Possession”. The whole fight was clearly defined between the two parties, and the Zhanzheng De Guang attempted to interfere, but were rebuffed by the Liao commander. Thanks to the support of Free Capella, the Ninth Illician was able to hold off invaders after 3 months of combat, with both armies only taking very limited losses. This action also allowed the Ninth Illician to start recruiting new mercenaries, having gone back to being an “active mercenary command”.
Manapire
Manapire was defended by a company of derelict light ‘mechs and a battalion of conventional armor when Seventh Confederation Cavalry Reserve landed in strategic locations throughout the planet. While population centers were quickly taken over, the planetary garrison moved into the countryside and, with the help of Free Capella partisans, kept harassing the Capellan forces until they gave up chasing them. While the planet was officially in the hands of the Capellan Confederation after 6 months, they did not control any of the outback, hills and mountains of the planet.
Verlo
The Second Capellan Defense Force (Blackledge’s Iron Hand) arrived on Verlo looking for a fight, and that is what the Fifteenth Deneb Light Cavalry gave them. Marshall Michael Lipstein of the Fifteenth had been itching for a fight since the Clan Invasion, but he realized his troops needed to be on the Capellan front “just in case”. That case had just happened, of course. Blackledge’s Iron Hand was a new unit which was equipped with “whatever the Capellans could find”, but their pilots were generally competent and understood combined arms tactics. Both units were tied into a long fight on the planet, where they suffered minimal losses as their commanders preferred to keep smart about it. The Second Capellan Defense Force left the world with salvage and spare parts while the Deneb Light Cavalry petitioned to be part of upcoming retaliatory strikes.
Kittery
Kittery had always been a hotbed of political unrest and terrorism since it was taken by the Federated Suns before the Fourth Succession War. Zhanzheng De Guang had connected with local terrorist groups and expanded their operations as Operation GUAN XING started. The Federated Commonwealth deployed the First Kathil Ulhan to Kittery, expecting the Capellans to cause trouble there. The Ulhans were already local celebrities, and they now had 2 new officers in the form of Kai Allard-Liao and Katherine Steiner-Davion. Free Capella agents quickly took the opportunity to prop up Kai as “the good Liao” to ease tensions on the planet, increasing support for the St. Ives Compact at the same time.
A contingent of Death Commandos was sent to Kittery to try and stop negotiations between the Compact and the Commonwealth after the start of the operation. The Commandos were easily able to slip into the planet thanks to their own partisan forces, but one of their units was identified and engaged by Major Katherine Steiner-Davion. Having to close the timetable early, the Commandos and the Zhanzheng De Guang organized a bombing at a hotel in the capital of Kittery, killing various negotiators and agents from various political organizations, on top of 600 civilians. The result of this was unexpected for the Capellans, as the Kathil Ulhans hunted them down and the local population all flipped to support Free Capella instead of the “real Capellan government”. All influential members of Zhanzheng De Guang were arrested and the remaining Death Commandos were killed by the Ulhans.
Spica
The world of Spica had always been a hotbed of Capellan terrorists and anti-Federated Suns resentment since its capture in the late 30th century. Even after more than 70 years, there were still a lot of willful non-compliance by the locals. The planet was, however, close to the frontlines but protected by the St. Ives Compact “bubble”, which made Duke Morgan Hasek-Davion decide to establish his command post for the upcoming war there. The newly reformed 9th Syrtis Fusiliers were dispatched for this, using local resources to form them into a fully conform Regimental Combat Team rather than a reinforced BatteMech regiment.
While local terrorists and malcontents were always an issue, Capellan-sponsored Zhanzheng De Guang activists added fuel to the fire. Thankfully, the new commander of the Ninth Syrtis knew better than start imposing drastic limitations on the population and opened communication with other local groups. Numerous Free Capella operatives answered the call both on Spica and on surrounding worlds, helping calm the situation. While some incidents of military and police brutality were reported, only a few fights degenerated enough for the Ninth to be forced to act directly.
Scituate
A minor world mainly known for agricultural exports, Scituate was not guarded by any active Federated Commonwealth unit. The limited planetary garrison was composed of a battalion of combined arms forces and two lances of BattleMechs dating from the Third Succession War. As Operation GUAN XING began, the locals were scared as to what would happen to them if they were invaded and approached the local military command with a list of demands. They were rebuffed as the commander of the garrison had no desire to bend over to the will of farmers, which further agitated the locals. Protests erupted in population centers, financed by Capellan-friendly organizations.
The back and forth on the planet was mostly done by pro-Capellan and pro-Free Capella organizations, as the planetary garrison and command did not do anything to stop rioting. Things got progressively worse over time, which led the St. Ives Compact to ask for permission to deploy the 1st St. Ives Janissaries to calm things down. Duke Hasek-Davion accepted and Candace Liao had her troops secure the planet and arrest local agitators. This also opened discussions about the planet being transferred over to St. Ives control if the Federated Commonwealth was not ready to actively defend the world. This setup later transfer of power to the Compact and Free Capellan States of multiple Commonwealth worlds which were “culturally Capellan but not politically Capellan”.
End result
The Federated Commonwealth lost a few worlds to the Capellan aggressor, but this was not the biggest problem in the region. Pro-Capellan forces and partisans were now damaging local infrastructure and bogging down military assets in anti-partisan action. Negotiations between the Commonwealth, Compact and Free Capella were started in full, with Duchess Candace Liao, Tormano Liao and Morgan Hasek-Davion meeting on Spica in October 3058 to plan upcoming actions and potentially a peaceful transfer of power of some worlds to the “Free Capellan State of St. Ives”.
This idea of the St. Ives Compact being the “good version of the Confederation” was a creation of Tormano Liao. He had worked to create a more democratic political system for the Capellan state and published treatises on the matter. While not directly involved in politics in the region, the disgraced son of Maximilian Liao had gone out of his way to build political capital through philosophy and political science. A lot of his supporters in the Capellan March were happier being part of the Federated Commonwealth than the Capellan Confederation but still would prefer Capellan rule. This led Tormano to act as the negotiator between all involved “democratic parties” to oppose the “communist rule” of the Capellan Confederation. The result of this would be seen later in the Fifth Succession War.
Sang-shao Jorgen Nerekov accomplished his objectives, even though he quickly realized he would not be able to hold his gains for very long. The AFFC had already been put into action, and he knew his reserve troops would not be able to hold back the more elite regiments of the Syrtis Fusiliers and Kathil Ulhans. Captured equipment and weapons were sent to Sian for analysis and reverse engineering, which was also viewed as a massive success for the Capellan Military Industrial Complex. Part of this equipment was also sent to Victoria, where Shengli Arms began reverse-engineering it for their own needs.

OPERATIONAL DETAILS
Armaxa
Armaxa is a semi-tropical world in the St. Ives Compact, mostly due to large plantations of kumquats and coffee. The drastic increase in international trade made the world surprisingly rich after the secession from the Capellan Confederation, with exports exploding to the Capellan March for quality agricultural products. This did make it more difficult for the Maskirovka and Zhanzheng De Guang to gain an effective foothold on the planet, which benefitted far more from being part of the Compact than rejoining the Capellan Confederation.
Still, during the early stages of the second phase of Operation GUAN XING, local terrorist elements on the planets were activated, along with the Maskirovka transporting many “deniable assets” in trade ships. The world was defended by the First Battalion of the St.Ives Lancers, which included Brevet Major Cassandra Allard-Liao. Police action was taken against radical agitators in many population centers, but the general populace turned against Zhanzheng De Guang after they destroyed a warehouse containing seven million c-bills worth of coffee which belonged to a local cooperative. This attack was seen as a direct attack against the survival of the world of Armaxa rather than any political regime, and this is a thing Cassandra Allard-Liao capitalized on in her anti-terrorist campaign.
On a purely military front, the Second Lancers faced various mercenary units paid for by the Mandarinn of Capricorn and Relevow. While he operation was managed by the Maskirovka, it was not directly sponsored by the CCAF or Jorgen Nerekov. Cassandra Allard-Liao was involved in the fights herself, leading a company of the Second Lancers against a combined arms / small arms company near a coffee plantation. Overall, the Lancers were successful in pushing back the enemy, but only could denounce the actions of regional lords rather than the Capellan military.
Nashuar
Nashuar is a relatively minor world in the St. Ives Compact, primarily known for their mining operations and refining of semi-precious gems for the construction of laser assemblies. Having not benefitted as much as some of the other worlds from the liberalization of the Compact’s economy, there was still strong support for the Capellan regime from the lower classes living on the planet, especially amongst the miners working for Fhu Wang Industrials. A massive riot was instigated by Zhanzheng De Guang in early 3059 in Fhu Wang’s holdings, leading to the death of multiple miners and security forces officers.
A battalion of the Second St.Ives Lancers were deployed on the planet in the name of the Duchess, but the larger military force was the Seventh Federated Commonwealth RCT which had a lease on a military installation on the planet. Hauptmann-General Timothy Seiser did not want to react to the insurrection, as it could easily make things worse if it was seen that Federated Commonwealth forces would attack civilians. His troops remained in position while Major Alexander Sanford of the Lancers was forced to take decisive actions.
A small detachment of mercenaries, paid for by local Mandarin and not directly by the CCAF, grounded a week after the riots and insurrection started, bringing with them large numbers of personal weapons to arm the locals. The Second Lancers tried to control the situation best they could, but they had to request support from the Seventh after three weeks of constant fighting. The Seventh had, by that time, gotten permission to act from both Duke Morgan Hasek-Davion but more importantly from Duchess Candace Liao. Timothy Seiser’s first action was to remove the planetary governor from power and establish local magnate Yu Shen Wei as new governor, a man with large appeal and a strong popular base. The FedCom RCT focused their actions exclusively on pushing back the mercenary forces on the planet and seizing illegal weapons, leaving police work and security work to the Second Lancers.
The situation stabilized over the next few weeks, with many instigators being arrested while a public denunciation movement supported by Free Capella undermined Zhanzheng De Guang’s actions. Elections were planned for planetary governor for 3060, with a clear goal to let the miners decide their future as part of the Compact.
Necromo
The strategic raid on Necromo by the Seventh FedCom RCT was not planned at the highest levels of the regional command or by any strategic director. Hauptmann-General Timothy Seiser, after helping with the pacification of Nahuar, saw an opportunity for his already mustered forces to go and execute a mission which would damage the CCAF potential. The various DropShips of the Seventh were fueled up and they had two Invader-class JumpShips which they had commandeered from neutral shipping companies which originally brought Liao-affiliated mercenaries to Nashuar. Taking the risk on intelligence which dated a few months, he gathered everything he could and jumped to Necromo.
The goal was simple: reach Necromo and either destroy or capture as much aerospace fuel as possible. As an “unscheduled action”, the Seventh did not know what enemies they would be facing there, as they had heard the 15th Dracons which generally defended Necromo had participated in Operation GUERRERO.
On Necromo, the 15th Dracons had regrouped and were working on refitting their unit after the damage they took during Operation GUERRERO, which was limited but still had left them depleted. When two unidentified JumpShips came into the system and launched DropShips, they reacted by deploying their aerospace fighter wing to intercept in orbit, but they were beaten back by the larger Seventh FedCom RCT aerospace support. Sang-shao/Colonel Rei Tsuba quickly organized a defense around the key elements of Aris Memorial Yard to prevent the Seventh from damaging the only shipyard under Capellan control. Hauptmann-General Seiser, in response, deployed limited troops to keep harassing the Dracons while the rest of his unit completed their primary objectives.
Three DropShip tankers were stolen from the Necromo stores and the Seventh used another commandeered commercial JumpShip to ship it back to Nashuar, all with significant payments to the operator. The Dracons were boxed in the protection of the Memorial Yard and their assets, which caused minimal damage to the Seventh but also limited their own damage. The loss of the fuel slowed down the Capellan war effort in the region and stranded a few units far from either front lines in the Fifth Succession War for at least a few months, while it helped the Federated Commonwealth mobilize their own force.

Aftermath
The official end of operations on the St. Ives front came with the end of the Fifth Succession War, with a few more skirmishes on border worlds between the participants. The Capellan Confederation losses were not seen as critical by the CCAF Strategios. The biggest issue was St. Ives Compact now being in single jump range of Sian and other key capital worlds in the Confederation.
Sun Tzu Liao was happy with the results of Operation GUERRERO but was far more critical of Operation GUAN XING. Multiple mandarins and local lords were arrested by the Maskirovka for failures to secure the state and other charges. The military commanders, on the other hand, were generally rewarded for their work and dedication. Sun Tzu understood that he bit off more than he could chew and never expected a short operation to turn into a full blown, 10-year long Succession War. The discomfort of seeing a “2 State Solution” was bad for the Chancellor, especially as the Capellan people seemed to gravitate towards the more liberal “Capellan Free State” rather than the Confederation.
The Federated Commonwealth, at First Prince Victor Steiner-Davion’s request, ceded many worlds to the St. Ives compact as well during the signing of the Treaty of Procyon. The Capellan March lords and ladies disagreed with this originally, but those worlds were seen as difficult to control due to the overwhelming Capellan majority living on them. Under the aegis of the Capellan Free State, those worlds were mostly peaceful and supported the “2 State” policy for the Capellan Confederation.

Dispossessed MechWarriors were repaid in full and had their ‘Mechs replace by House Hasek and House Liao, who prioritized these replacements over reinforcing their existing force. Various unit commanders were granted noble titles both in the Compact and in the Capellan March as well.
The final step in the aftermath of Operation GUAN XING was the marriage of George Hasek II and Cassandra Allard-Liao, which was seen to secure the border between the two realms. The two had come to appreciate each other’s company during the years of Operation GUAN XING, serving in different regiments for their family and country. The overall popularity of the two reduced tensions in the Capellan March.
